Technology executive and entrepreneur

Raad Al-Qudah is a technology executive and entrepreneur with 13+ years of experience across Saudi Arabia and the wider MENA region. He works across digital transformation, applied AI, GovTech, smart city operations, and business development. His experience centers on building digital platforms for complex government and enterprise operations, particularly municipal and environmental services.

He built his career in software development and grew into solution design, team leadership, product management, and technology program delivery. His approach starts with the problem, data, workflows, and users, then focuses on systems that can be operated, improved, and measured.

Since January 2023, Raad has served as Chief Technology Officer at CAP Technology in Riyadh, which he joined in 2019. He helped establish and scale the company's Saudi operations and leads 45+ professionals across technology, delivery, operations, and solution development. His remit spans technology strategy and governance, AI agents and generative AI built on large language models, retrieval-augmented generation, and integration with ERP, CRM, GIS, and IoT platforms, as well as business development, pre-sales, tenders, and customer relationships.

Before CAP, he spent five years at CATEC in Jordan and the UAE as a software engineer and senior developer, building platforms for government and enterprise clients, and managed CATEC Academy. He founded Wins Academy in 2012 and has since built a portfolio of his own ventures: CoderZ for Software and Training in Jordan, as co-founder (2017); ENCODE, an environmental engineering consultancy in Egypt (2020); Marhaba AI, an Arabic AI voice assistant for customer service (2025); and, in 2026, Taqam (taqam.io), an Arabic-native operating system for distributed teams with a platform for production-ready agentic workflows, and CODERZ Builderz, CoderZ’s technology and AI building arm in Saudi Arabia. Developing young technical talent through training and mentoring remains a core part of his work.
